Ottawa is quietly becoming Canada's best cannabis city

Toronto has more stores. Vancouver has the longer history. But if you have shopped across the country recently, Ottawa is the city where retail has matured fastest, and it has happened without much fanfare.

Part of it is density without saturation. The capital got past the early land-grab phase, several operators closed, and what remained were shops with actual buying opinions.
